New Construction Permit

A building permit issued for a structure being built from the ground up on a previously unimproved or cleared lot.
A new construction permit is a building permit issued for the construction of a new structure where no habitable building previously existed, or where the existing structure has been fully demolished. New construction permits in Texas typically require site plans, architectural drawings, energy compliance documentation (per IECC as adopted by the Texas legislature), and engineering calculations for structural, mechanical, electrical, and plumbing systems. They represent the highest-value permit type by construction valuation and require the broadest range of subcontractors.
Why it matters for contractors
A new construction permit is the earliest known signal for every trade — framing, mechanical, electrical, plumbing, insulation, drywall, flooring, and finish work — making it the most valuable permit type to track for subcontractor lead generation.
